Mission

The LPDC is the interlocutor and focal point between the Palestinian refugees, Lebanese State institutions, ministries, Palestinian factions, Lebanese parties, civil society, United Nations partners and international and local stakeholders. Under the Presidency of the Council of Ministers, the LPDC provides policy recommendations to the Government of Lebanon based on the national interest of the Lebanese people and the rights of Palestinian refugees to live in dignity and respect, until their right of return is realized. This mission is upheld by a strong commitment to securing and protecting human rights for Palestinian refugees in Lebanon as a starting point for improving their dire living conditions.  

To achieve its mission, LPDC:

  1. Crafts, convenes and facilitates dialogue to bring together Lebanese, Palestinian and international stakeholders and build common understandings and consensus around Palestinian refugee issues;  
  2. Proposes and supports policy and institutional reforms, in accordance with Palestinian refugees’ needs to access basic services; 
  3. Advocates for the advancement of Palestinian refugees’ human rights in Lebanon, such as economic, social and cultural rights; 
  4. Promotes a human security approach in the work of the Lebanese security forces interacting with the Palestinian refugee file and camps in Lebanon.
