This is a distinct phase for Lebanon, for it was characterized by a political shift in terms of dealing with the Palestinian cause and refugees, after the withdrawal of the Syrian forces from Lebanon, and the start of a Lebanese-Palestinian path to put an end to a history of relations marked by war and confrontation.

 This period witnessed a change of priorities and approach towards the Palestinian file, whereby the socio-economic rights and the living conditions in relation with the situation of Palestinian camps and refugees came to light. Lebanese and Palestinian official institutions created several spaces for interaction, dialogue and joint work. The same was also done on the civil and popular level, through organizing activities and dialogue forums and conducting research and studies.
